Lead poisoning has more of an effect on children than adults because children cannot absorb the element as well as adults. Children in a lead environment have a higher chance of getting lead poisoning. Because of these concerns, Congress passed the Lead Poisoning Reduction Act of 2006. The act requires all non-home-based childcare facilities to be lead-safe within five years. These concerns are based on the fact that many lead based paints may still be in these facilities. Lead based paint was banned by the Environmental Protection Agency (EPA) in 1978. Children can be exposed to a lead environment through the soil. Lead seeps into the soil and is exposed to children who love to play barefoot in their yards. Adults also experience lead poisoning but its effects are not as severe. Lead has been identified as probable carcinogen by the EPA. Most of these cases involve workers who were exposed to lead over a lengthy period of time.
